Oil Workers Protest Insecurity In N’Delta…As RSG Calls For Cooperation

The National Union of Petroleum and Natural Gas Workers (NUPENG), and the Petroleum and Natural Gas Senior Staff Association of Nigeria (PENGASSAN), yesterday held a peaceful rally in Port Harcourt to protest against incessant abduction of oil workers by criminal elements in the Niger Delta region.

Speaking on the objective of the combined protest by the oil workers, the Port Harcourt Zonal Chairmen of PENGASSAN, Mr Smart Jack and NUPENG, Mr Igwe Achese, said the protest held simultaneously in all the zones in the country to register the displeasure of the oil workers in Nigeria.

Mr Jack said the oil workers union resolved at their last National Executive Meeting to give the Federal Government a 21 day ultimatum to address some of the problems affecting them, and since the ultimatum will expire on Monday, it would therefore commence a three-day warning strike preparatory to an indefinite action..

Mr Jack said in condemning cases of kidnapping in the oil region which at times result in fatalities, blamed the federal government's lackadaisical approach to security threats in the Niger Delta region.

The workers called on the federal authorities to effect immediate release of all oil workers held in captivity by kidnappers, and separate genuine agitation in the area from bare face criminality, while demanding for adequate security, including aerial surveillance, intelligence network and other proactive measures to check violence in the region.

The oil workers who marched through major streets in Port Harcourt before arriving Government House Main Gate, carried placards with inscriptions such as “Enough is enough on oil insecurity in the Niger Delta”, “We cannot drill oil and gas with our blood in the Niger Delta”, amongst others.

Responding on behalf of the Rivers State Government, the Chief of Staff, Chief Ezebunwo Nyesom Wike, sympathized with the oil workers and others affected by the security challenges in the Niger Delta region, noting that the problems affects all segments of society and not oil workers alone.

Chief Wike explained that the present administration in the state has spent huge resources in tackling security challenges in the state, pointing out that its stand remains not to negotiate with criminals as efforts are being made to checkmate their activities.

He disclosed that by next week, the Inspector General of Police would be in the state to take delivery of some security vehicles from the State Government to enhance the performance of the Police in reducing criminality.

The Chief of Staff lauded the oil workers for their peaceful disposition and advised them to cooperate with security operatives by reporting suspicious movements around their areas, adding that the state government would do everything possible to bring the situation under control.

Also speaking, the Commissioner for Energy, Mr Ezemonye Ezekiel Amadi, said the state government shares their sentiments, but noted that strike was not the solution to the problem because the public would suffer greatly from such action.

He, therefore, appealed to the oil workers to approach the issues with maturity and consider that the ordinary masses they intend to protect, would be the ones to bear the burden of any strike by them.

You Don't Pay For Appointment In Rivers

The Rivers State Government has cautioned members of the public, and job seekers in particular, to be weary of fraudsters who are demanding payments in return for employment placements in the state.

The Ag. Chief Press Secretary to the Governor, Mr. Blessing Wikina gave the warning yesterday in Port Harcourt while reacting to the recent wave of fraudulent activities where some persons, claiming to be agents of government are asking people to pay for job placements or appointments.

Mr. Wikina said it is not true that the state government or any official of the state government has directed anyone to collect money in exchange for any government appointment or employment, stressing that government appointments do not attract any payment.

Besides, he said, “appointments into positions of trust in the state are carried out purely on merit, and no one can influence such appointments”.

The Ag. Chief Press Secretary called on members of the public to report any such cases to law enforcement agents, noting that such fraudulent activities do not conform to the ideas of government and “we would not hesitate to bring culprits to book”.

He thanked the people of the state for their support in the fight against criminality and assured them that the state government under Governor Chibuike Rotimi Amaechi, would stop at nothing to bring about a state where everyone would be proud of.

RSG Introduces New Land Rates In June, 2009

As part of ongoing efforts by the Rivers State Government to radically reposition its land registry, new land rates are to be introduced in the state with effect from June 1, 2009.

This was announced by the State Commissioner for Information, Mr. Ogbonna Nwuke while briefing Government House Correspondents on the outcome of the State Executive Council meeting in Port Harcourt.

Mr. Nwuke explained that the Exco took the decision to make the land registry in the Ministry of Lands more result-oriented and become capable of responding to the needs of the time in terms of being a proper revenue generating mechanism of government.

The decision, according to the Information Commissioner, would also, add value to lands in the state as well as aid all those who use land as collateral in the pursuit of their businesses, particularly those who approach financial houses.

The Commissioner, however, advised all those who are owing government land rents to make use of the window of opportunity available now to pay such rents with the present statutory rate of four naira per square metre.

According to Mr. Nwuke, Exco also looked into the case of trespass on the piece of government land at Woji in Obio/Akpor Local Government Area and directed the Commissioner for Housing, to take immediate steps to ensure that all those who trespassed on government lands were brought to book.

By Ihuoma Orjinta Snr.

Braithwaite Memorial Specialist Hospital, BMSH Port Harcourt, Department of Ophthalmology on Monday, last week celebrated its 2nd World Glaucoma Day at the hospital premises.

In his welcome remark the Managing Director of BMSH, Dr. B. Aprioku commended the State Government for taking the state health problems so seriously, and finding out solutions to health crisis in the state.

According to the Medical Specialist, the issue of glaucoma eye diseases, which causes blindness is paramount in the affairs of government as the Governor Chibuike Rotimi Amaechi has set the ball rolling to care and treat patients suffering from the disease.

He assured that BMSH will support the efforts of the government to restore high level of health services in Rivers State.

In his enlightenment lecture, the Head of Department, Ophthalmology, BMSH, Dr. Alamah Pepple defined glaucoma as an incurable eye-disease that ends up in causing blindness to the affected if not properly treated.

“About 65 million people all over the world have glaucoma but the sad story is that it is incurable for now. Glaucoma is referred to an as eye disease that attack the optic nerves and cause the loss of vision that can result in blindness. In Nigeria, 90% of people that have glaucoma are not aware of the disease. Eyes check-up is necessary to keep away from glaucoma as studies have shown that in ten percent cases of glaucoma, even with adequate treatment with surgeon, drugs and everything medically, the disease will cause blindness.

Medical equipment called low vision therapy is what is needed to take care, of it but we don’t have them here”, he opted.

Dr. Pepple added that current medical research indicates that glaucoma is one disease which medical experts have not found solution or medication for it as at now.

He noted that glaucoma is the major causes of blindness all over the world and its’ only through eyes screening that you’ll know whether you’ve Glaucoma or not.

In his keynote address, Hon Commissioner for Health Dr. Sampson Parker called on Rivers people, especially in rural localities to support and protect government health projects in their area.

“The government part is to make sure we serve you diligently, the money government gives us, to keep for you, and we use it diligently to take care of your health problems.

To make sure, the medicine, equipment needed are available and cost of medication are reduced, it is not the wish of Rivers State Government to allow you travel abroad or from your localities to Port Harcourt for medical attention, that is why we are building Health Centres in all the local government areas and trying to push it almost all the communities.

“To make sure health is assessable, available, and affordable to you. On your own part, support the government in protecting these facilities in your various communities.

These projects are meant for you, stop disturbing the contractors, so that the projects will be ready on time frame” he opined.

Trinidad & Tobago To Invest In Rivers Energy Sector …Envoy

The government of Trinidad and Tobago , one of the West Indies Island countries, has indicated its preparedness to deploy its over 50years experience in the energy business to the development of the energy sector of Rivers State .

The High Commissioner for the Republic of Trinidad and Tobago to Nigeria, Her Excellency, Victoria Mendez-Charles, made this known yersterday when she led a trade delegation from the Island country, on a courtesy call at Government House, Port Harcourt.

She said that although Trinidad and Tobago has over a hundred years experience as an oil producing nation, the country has become a successful global player in the energy sector, employing its local capacity to harness resources in gas production and other ancillary areas.

According to her, the decision of Trinidad and Tobago to partner with the Rivers State Government in the Energy sector stems from the gesture of the country’s Prime Minister who promised technical cooperation with African countries in January 2007, stressing that in Trinidad and Tobago today “about 99.9% of our electricity is generated from gas”.

“We have moved from an oil based economy, to a gas power …the High Commissioner said”.

She also offered Trade, Cultural and Infrastructural relations with the Rivers State Government, in Particular and Nigeria at large, and assured that if invited to the 2009 Carnival in Rivers State, the country would be proud to send a strong representation.

Also speaking, the Mayor of San Fernando, Alderman Kenneth Ferguson, said Trinidad and Tobago do not have a single case of gas flares off shore, noting that the country has put to good use the country’s high pressure dry gas, and described Nigeria’s gas flares as an indication of the country’s little utility of its growing energy.

The government of San Fernando mayor said his city will assist the Rivers State government, in developing strategies to monetize its capacities, as the state had several investment opportunities.

Responding, the Rivers State Governor Rt. Hon. Chibuike Amaechi said a lot of opportunities exist in the state for investment by both foreign and local investors.

The Governor said that the state apart from embarking on infrastructural development in the areas of Education, Health, Roads, Power amongst others, is also to build a new Port Harcourt city and an Energy City with a conceptualized around oil and gas activities.

The cities he said would open opportunities for investment in the areas of Housing, Land Scarping, Water, and others as Government has already opened discussions with some firms that have indicated interest in collaborating with it in developing the new cities.

Governor Amaechi expressed the hope that with the planned deregulation of the oil industry by the Federal Government, following a bill before the National Assembly, the state which is the highest producer of oil and gas in the country, would participate in oil activities by floating an oil company that would be in partnership with the private sector.

He therefore told the Trinidad and Tobago delegation that he would be glad if they will partner with the State in the oil and gas sector or in any other area.

Stop Distracting Amaechi ...Traditional Ruler

By Okechukwu Geoffrey

The Traditional Prime Minister and Ruler of Rumuigbo Community in Obio/Akpor Local Government Area of Rivers State, HRH Eze Chike .A. Worlu Wodo has warned those whose stock in trade is to distract the Amaechi led-government to steer clear describing as useless the moves by some  faceless individuals seeking the nullification of the Governor's electoral victory.

Speaking with newsmen in his palace last week, the Royal Father described the governor and his ongoing projects in the state as divine as they are targeted at salvaging the state and said if past administrations in the state were able to leave some landmarks behind, Amaechi wouldn't have started everything afresh.

He warned against any undue interference in Amaechi's Administration noting that the Governor was brought into office through divine intervention  and advised whoever is hell bent in fighting God's own government to have a rethink and give Amaechi a chance rather than wasting their time and resources.

According to him, it is the prayer of Rivers people that a governor who can deliver the long awaited dividends of democracy should emerge but wondered why some disgruntled elements in the state would wrongly ask for the removal of a government that has come to wipe away their tears and reminded them that the present government was not ready to go by the usual “Ghana-must-go” syndrome that characterized Rivers politics and lauded the governor for making the popular Due Process the watch word of his administration.

On what he considered to be the failure of past administrations in the state, Eze Wodo said they lived on lies and falsehood and recalled how a previous government in the state invited former President for the country to commission the Omoku Gas Turbine that was not working among others.

Eze Wodo who scored the present government high in the education sector, road network, security and other areas of interest called on the enemies of government to forget the past and support the Amaechi-led government which he said had come to stay tasking those whose turn to lead the oil rich state are yet to come to embrace peace  and learn from governor Amaechi.

He also appealed to all those still wasting their hard earned naira in court in the name of trying to unseat the governor to have a change of heart.

“How can they continue to agitate for the nullification of Amaechi's victory for almost two years now, it means such people do not want the development of the state”, he concluded.

Responding, Mr. Woka expressed joy for the visit and thanked the Paago-led NOWAJ executives for reawakening women in the profession.

2011: Govs Would Not Be Given Automatic Tickets ~ PDP

By Wilson Uchendu

Governors of the ruling Peoples Democratic Party would not be given automatic tickets as the Party's flag bearers in their respective states in the forthcoming 2011 general elections since the canvassing for second term tickets by first-term PDP governors was intensified across PDP controlled states of the federation.

The PDP National Vice Chairman, South-South, Chief Edet Nkpubre released this bomb shell in Abuja while fielding questions from newsmen.

The PDP Chief maintained that allowing such acts in the party would amount to continuing with the trends of the past which had caused much division in the party.

Chief Nkpubre further stated that allowing automatic tickets is undemocratic and negates the principles of competitiveness in politics, reiterating that it is only the performance of an incumbent governor that can guarantee him a second term ticket.

He said “only governors who have done creditably well in the states will get a  second term through an open and acceptable primaries organized by the party in each  state for the people to choose who they want.

We have not consented to giving automatic tickets to any governor because it is highly undemocratic”.

On the change of political leadership in Edo State where Adams Oshiomole is now the governor, the PDP boss stated that the state is still PDP state and  that Adams Oshiomole is going except he joins PDP”.

He argued that PDP never lost an election in Edo or in the entire South-South but “only court cases” stating that all the political machinery in Edo PDP are still in tact.

On the alleged insinuation of wooing of the opposition  to join the PDP, he said that opposition parties are made up of unscrupulous and greedy people who would easily betray their cause at the sight of “yam porridge” by cross carpeting to any ruling party instead of forming a viable and cohesive opposition.

Why We Elected The New Female Chairman Of RIVPA  …Rivers Publishers

By Okechukwu Geoffrey

Members of the Rivers State Independent Publishers Association (RIVPA) have given reasons why they elected the Publisher of The Beam Newspaper, Chief Oby Ndukwe to lead them this time around.

Some of the Publishers who spoke with our reporter said RIVPA over the years could be best described as a sheep without shepherd as its past leaders failed to place the Association on a sound footing.

They described as shameful a situation whereby a body like RIVPA cannot boast of an office upon its several years of existence some eight years ago.

The worst and most painful  of it all was that the Association had no Constitution not to talk of minutes of any meeting held, they said, and accused past administration of high handedness.

The Publishers who numbered over twenty described the choice of Oby as a square peg in a square hole and enjoined those who are still beating about the bush to join hands with the Oby-led RIVPA.

They also described that RIVPA before the election of the new Chairman had no Treasury and wondered why anybody in his right senses would condemn the recent development.

The people who said the new exco has commenced work in ernest described Oby as competent, open handed, focused and hardworking and pledged their unalloyed support for the Oby-led executives.

If the news reaching us is anything to go by RIVPA in the state will soon have a befitting Secretariat as plans are underway to rebrand, reposition and make the body the envy of others.

Meanwhile, reports reaching our newsdesk say that a group of five dissident  publishers led by the dethroned Chairman, Sikima Harry of the Mirror Newspaper have continued to deceive the public with baseless press releases. They claim to have the support of the information commissioner.

Controversy Derail Greater PH City Bill

By Ihuoma Orjinta Snr

The Sole administrator of Greater Port Harcourt City Development Authority, (GPHCDA), Mrs Aleruchi Cookey  Gam was invited on Monday, 22/3/2009 to appear before the lawmakers, Rivers State House of Assembly, RSHA, to explain why the planned Greater Port Harcourt City Development Authority should include Rivers West Senatorial Zone and other areas mapped out in the project.

This was the bone of contention last week Tuesday as the House sat to deliberate on the report submitted by an Ad-Hoc Committee on GPHCDA led by Hon. Isaac Kamalu which resulted into hot argument.

The lawmakers had opened for 174 legislative sittings to debate on the report by the Ad-Hoc committee on Greater Port Harcourt City Development Authority when Hon. Michael Ibinabo West representing Asari Toru Constituency II in the House commended the Ad-hoc Committee and Rivers State Government for the job well done on considering that Rivers State needs more cities in order to decongest Port Harcourt.

“I want to say that the Ad-hoc Committee did not take into consideration the geographical strength of Rivers State when doing the job. I am saying this because of you to go to page 19 of the report; you will see that only eight (8) Local Government Areas are going to benefit from the development.

This means that it is Rivers South East and South that will benefit from this Project.

Rivers South East has six (6) Local Governments while Rivers East has two (2). What happens to Rivers West? Are we not part of Rivers State? He queried.

“In order to give us that sense of belonging, I want to pray the indulgence of the House that we should be considered in the arrangement, so that one of the Local Governments can benefit in this arrangement, either Abonnema, Bakana, Degema or Buguma. I am appealing that we should be considered or if we are neglected, we will see it as a great marginalization on our part.

“I also want to refer my colleagues to page nine of the report on the Office of the Secretary of the Authority being recommended that it must be a Lawyer. This must have been egocentric because lawyers drafted the bill. They want to put themselves in front. Any person qualified can assume the position not only Lawyers, Mr. Speaker”, he said

Hon, Onari Brown, Akuku Toru Constituency, fired another shot, “I know the Ad-Hoc Committee did not take stand in their report, they pushed it back to the house. There is one area missing in the report. We need to visually see the areas covered by the greater Port Harcourt, look at the extent, get the proper details from the sole administrator before we take our stand “I think we need to write the Sole Administrator to enlighten the House on the areas covered by the project, whether we are going to have greater Rivers State or Port Harcourt or reject it in totality”.

Hon. Jones Ogbonda Henry, Ogeri, Maureen Tamuno and others shared the idea that the debate be deferred till the Master Plan of Greater Port Harcourt City Development Authority is presented for the review by the House, to appreciate the areas covered.

Urban Renewal Initiative Of Rivers State Applauded By UN

By Paschal Agbada

The United Nations (UN) after thoroughly studying a series of petitions and agitations brought to it by a collection of tenants in Port Harcourt metropolis under the aegis of National Union of Tenants, Port Harcourt  branch decided to visit the state on a fact finding mission. The four man delegation from the UN-HABITAT Commission whose agenda amongst other things was to appraise the development as it affects or affected the tenants and ascertain without bias the true situation of things regarding the demolition exercise of some settlements in Port Harcourt was headed by the HABITAT programme manager for Nigeria, Professor Johnson Bade Falade.

On arrival, the delegation went straight into the business that brought them to Rivers State that is, a practical visitation of notable settlements already demolished and those already marked for demolition.

After their round tripping to areas as contained in their tour, the delegation met with the commissioner of Urban Development, Hon. Bar Osima Ginah last Monday, 16th March 2009.

The meeting was cordial and carried the aura of perfect understanding as the leader of the Team, Prof. Johnson Bade Falade, Habitat Prgramme Manager for Nigeria stated that they were in the commissioner's office simply to ascertain facts and obtain the necessary explanations pertaining to the Urban Renewal and Development Control Exercise of his Ministry and the government. From his carriage and quoting him, the meeting was  strictly not an antagonistic one else they be misunderstood. But rather, to verify claims and accusations of government's insensitivity and abuse of the rule of law in its current demolition exercise as was presented to the organization by the National Union of Tenants for a credible, balanced and purposeful report intended to pave way for an amicable and harmonious inter-relation between the tenants, the UN and the State Government.

In his response, Barrister Osima Ginah thanked them effusively for really coming on the mission as such a bold step he said amounted to a positive initiative that helps ultimately to put records straight rather than rely on a malicious one-sided report.

“I like to reiterate all the same that the Urban Renewal Exercise of the Ministry has its legal backing from the Physical Planning and Development Control Law No.6 of 2003.

This law is not aimed at victimization of any individual or group of people but to properly regulate development and bequeath to the state a sustainable decent habitable and business  friendly environment.

Urbanization being a global phenomena and a  process of replacement, imposition and modernization for the true social reorientation and development has its own challenges no doubt.

These challenges and tasks before us are not only assiduous but is the goal the Rt. Hon. Rotimi Chibuike Amaechi  led government is presently contending with, in its ongoing renewal programme which is geared towards correcting the heinous wrongs consciously perpetuated by individuals and government alike, in the built environment which has not only deprived the state and its people  of needed infrastructures and its prided Garden City Glory, but has effectively defaced and distorted the painstaking outlined master plans of the Capital City, Port Harcourt and its environs.

“The Ministry of Urban Development is therefore saddled with the onerous task of removing illegal, offensive and contravening structures, controlling development, recovering road setback for utility and beautification and urbanization of the city, is as to be expected engaging several complains and petitions from within and outside the state.

“As a democratic and people-oriented government let me reiterate that the government in carrying out this exercise, has deliberately and consciously sensitized and involved various stakeholders, including landlords and tenants in decisions and that government has paid adequate compensation for structures it intends to acquire for public purpose in its Urban Renewal Exercise. Such acquisition are made in complete agreement and support of the owners, who are even given the rare privilege to get the services of valuers and attorneys, an indication that government does not carry out any secret deals or plans to victimize its citizens as we are in government to serve the people.

“The Urban Renewal Exercise in the Njemanze/Abonnema Wharf area of Diobu is not only to transform the aesthetic beauty of environment, but also to ensure security of people and property considering the high rate of criminality perpetuated in those areas.

“The upland part will serve its original commercial purpose, while sand filling will elevate the waterfront, road and  other social infrastructures provided in addition to the low cost houses for the people. To ensure International best practice in urbanization, my Ministry has set up a professional body in the built environment to review the existing physical planning and development control law to conform to Modern Development and social realities”.

At the end of the lengthy briefing which became abjectly imperative, Professor Johnson Bade Falade appreciated the state government and its stand on the issue. He commended the Ministry and Government's quest to transform the state while in the same vein appreciating the above-board style of the administration.

Professor Falade praised the commissioner's effort at furnishing them with all the necessary  records and documents which ended up making their assignment very easy.

Of special interest to the Habitat Manager according to him, was the fact that the commissioner Barr. Osima Gimag was in Nanji in China last November where he attended the World Urban Conference where he had gained a lot of experience to enhance his job in the Urban Development Ministry which would in turn give him the edge in the planning and execution of the policies streamlined for development in the Amaechi-led administration.

As the group wound up their discussion, Prof. Falade reminded the commissioner of the next World Conference coming up in Rio De-Jeneiro, Brazil in April, 2010.

At that point, the commissioner promised his readiness to be there and assured the United Nations expert he will be coming with his colleagues in the Ministry of Land, Housing, Environment and Water Resources as according to him they also form part of the Urban Renewal Initiative of the Rivers State Government.

Members of the Team include Professor Johnson Bade Falade, Morenike Babalola of Federal Ministry of Works, Housing and Urban Development, Abuja.

Obasanjo Now A Preacher At RCCG…Writes “Guide To Effective Prayer”

By Wilson Uchendu

Obviously there are many sides of former President Olusegun Obasanjo.

Apart from being a retired soldier, a farmer and an astute politician, the former Head of State is now a “fire consuming” preacher at the Redeemed Christian Church of God, RCCG, Lekki Phase I, Lagos.

Congregation of this church were bewildered when Chief Obasanjo was invited to take the pulpit during the Church's Sunday Service to mark its “Mothering Sunday”.

During his long sermon which captivated the congregation, the former Nigerian leader revealed that the Holy Spirit has shown him the best way to communicate with the Almighty God.

He said: “We should all turn a new leaf, because God is real and able to do the impossible”.

Chief Obasanjo later distributed free of charge to the congregation a book he has written titled “Guide to Effective Prayer”.

Beam Checks gathered from a source close to the General Overseer of RCCG, Pastor Enoch Adeboye that the former Head of State has always identified with the fast-growing church even while in government.

This recent “born again” act exhibited by the former President coming at the time of his shunning of the House of Representatives Committee on Power probe of billions of dollars allegedly spent on the power sector during his administration without commensurate results seem to many political watchers accustomed by this publication as “diversionary and playing to the gallery”. However, the church minister in charge of the Lekki phase I of RCCG, Adetola Ajolabi told newsmen that people should not judge others arbitrarily so that they would not be subjected to such judgment by the Almighty God. He said that everybody would be made to account for his past deeds either good or bad by God and urge Christian to live exemplary life.

By Our Reporter

The Eze Ekpeye Logbo, HM, Eze Robinson O. Robison has called on the good  people of Rivers State to support the development projects embarked upon by Governor Rotimi Chibuike Amaechi.

Making the plea while briefing newsmen in his Palace at Odiereke in Ahoada West LGA, during the week, the Ekpeye monarch regretted the pains Governor Amaechi had to undergo each time he tries to explain the rational behind certain actions taken by him, and therefore, joined the Governor in making the clarion call on Rivers people to show understanding. His words, “ I want to join His Excellency to appeal to the good people of our state, particularly the indigenes of our state to bear with His Excellency and understand that what he is doing is for the good of our state and the people in the long run”.

According to the Ekpeye Monarch, no government would deliberately take actions that will impact adversely on its people, backing this up with an Ekpeye adage which has it that “GOOD NAME” is never appreciated on the day such is given until the person who bears the name grows up and the people start appreciating the good meaning in the name.

Eze Robinson said, “we may rave, abuse, curse or even criticize some actions of government today, but when the good reasons for such actions materialize, only then can we appreciate the good intentions of government and therefore appealed to Rivers people to be patient with the government” and watch as the good intentions unfold.
